User Conference

The QGIS User Conference is an annual event that brings together users and developers of QGIS. The conference provides an opportunity for attendees to learn about the latest developments in QGIS, share their experiences with others, and network with other QGIS users and
developers.

Contributor Meeting

QGIS Contributor Meetings are volunteer-driven events where contributors to the QGIS project from around the world get together in a common space – usually a university campus. During these events, contributors to the QGIS project take the opportunity to plan their work, hold face-to-face discussions and present new improvements to the QGIS project that they have been working on. Everybody attending the event donates their time to the project for the days of the event.
As a project that is built primarily through online collaboration, these meetings provide a crucial ingredient to the future development of the QGIS project. The event is planned largely as an ‘unconference’ with minimal structured programme planning.

We are very pleased to announce that this year’s round of grants is now available. The call is open to anybody who wants to make a contribution to QGIS funded by our grant fund, subject to the call conditions outlined in the application form.

The deadline for this round is in four weeks, on 14 March 2024.

There are no new procedures in 2024. Please note the following guidelines established in previous years: 

• The proposal must be submitted as a ‘QEP’ (QGIS Enhancement Proposal) issue in the repo: https://github.com/qgis/QGIS-Enhancement-Proposals (tagged as Grant-2024). Following this approach will allow people to ask questions and provide public feedback on individual proposals.
• Proposals must clearly define the expected final result so that we can properly assess if the goal of the proposal has been reached.
• The project budgets should account for PR reviewing expenses to ensure timely handling of the project-related PRs and avoid delays caused by relying on reviewer volunteer time. 
• In the week after the QEP discussion period, the proposal authors are expected to write a short summary of the discussion that is suitable for use as a basis on which voting members make their decisions. 

The PSC of QGIS.ORG will examine the proposals and has veto power in case a proposal does not follow guidelines or is not in line with project priorities.

Dear QGIS Community,

We recently held our 2023 QGIS Annual General Meeting. The minutes of this meeting are available for all to view.

This year, we did not have PSC elections. Anita Graser will continue as Vice-Chair, I will continue to serve on the PSC as chair, and our longstanding treasurer, Andreas Neumann, will complete the board. Furthermore, Jürgen Fischer, Alessandro Pasotti, and Régis Haubourg will continue on the PSC. Last but certainly not least, the PSC is completed by our project founder, Gary Sherman, and long-term PSC member Tim Sutton, who serve on the PSC as honorary PSC members. They both set the standard for our excellent project culture, and it is great to have his continued presence.

QGIS has been growing from strength to strength, backed by a fantastic community of kind and collaborative users, developers, contributors and funders. This year, we reached another important milestone for the project’s sustainability by welcoming our first flagship sustaining member – Felt. I look forward to seeing how it continues to grow and flourish.

As well as modernizing the look and feel of the site, we want the content to be updated to represent changes in the maturity of the project.

We want to appeal to new audiences, especially business and NGO decision makers (in particular the experience for the front pages), whilst still maintaining appeal to grass roots users (especially the lower level pages which contain many technical details and community collaboration notes).

We want to enhance our fund raising efforts through a site that encourages people to contribute to, as well as take from, the project.

The above websites were created with a mix of technologies:

It will not be possible to unify the technology used for all of the above sites, but we want all of the web sites to have a cohesive appearance and the navigation flow between them to be seamless. For the main website at https://qgis.org and its child pages, we want to re-implement the site to provide a new experience – according to the design we have laid out in our figma board. Note that we want to follow this design. Some small tweaks will be fine but we are not looking for a ‘from scratch’ re-implementation of our design.

This will be our website for the next 10 years – you need to hand it over to us in a way that we can continue working on it and maintaining it without your intervention.

We are calling for proposals to help us with this migration as per the phases described below.

Phase 1⃣: Project planning

During this phase the contractor will focus on migrating the content of the main site to the new platform.

There will be an iterative review and feedback from the QGIS web team should be incorporated from biweekly check-in calls.

Phase 3⃣: Auxiliary sites migrations

This is out of scope of the current call for proposals but should be part of the overall planning process:

This would be a collaborative process involving a QGIS funded web developer and the consultant. 

Iterative review and feedback from the QGIS web team should be incorporated from biweekly check in calls.

Outcome: Auxiliary sites goes live with a cohesive look and feel to match the main site.

Technology choices and IP:

• Must be wholly based on Open Source tooling (e.g. javascript, css, web frameworks)
• Needs to be ideally implemented in Hugo (or Sphinx)
• Must produce a static web site (except for existing django based sites)
• Publication and development workflow will follow standard pull request / review process via our GitHub repositories

• Site will be english only – any auto-translation tooling that can be added so that users can trivially see an auto-translated version of the site will be considered favourably.

QGIS Server provides numerous services like WMS, WFS, WCS, WMTS and OGC API for Features. These last years, a lot of efforts were made to offer a robust implementation of the WMS 1.3.0 specification.

We are pleased to announce that QGIS Server LTR 3.28 is now certified against WMS 1.3.0.

This formal OGC certification process is performed once a year, specifically for the Long Term Release versions. But, as every change in QGIS source code is now tested against the formal OGC test suites (using OGC TeamEngine) to avoid any kind of regressions, you can always check any revision of the code against OGC failures in our Github continuous integration results.

About QGIS contributor meetings

QGIS Contributors Meetings are volunteer-driven events where contributors to the QGIS project from around the world get together in a common space – usually a university campus. During these events, contributors to the QGIS project take the opportunity to plan their work, hold face-to-face discussions and present new improvements to the QGIS project that they have been working on. Everybody attending the event donates their time to the project for the days of the event. As a project that is built primarily through online collaboration, these meetings provide a crucial ingredient to the future development of the QGIS project. The event is planned largely as an ‘unconference’ with minimal structured programme planning. We do this to allow attendees the freedom to meet dynamically with those they encounter at the event. Those sessions that are planned are advertised on the event web page, and we try to enable remote participation through video conferencing software. Although our hosts are not funded and donate the working space to us, we show our appreciation by making one of our software release’s splash screens in honour of that host, which is a great way to gain exposure of your institution and country to the hundreds of thousands of users that make use of QGIS.

The Open Source Geospatial Foundation (OSGeo) has a long tradition of organizing code sprints for developers of Free and Open Source GIS software.

Since 2009, the Open Source Geospatial Foundation (OSGeo) has been organizing a yearly Code Sprint of the “C Tribe” OSGeo projects, which has evolved into a full OSGeo Community Sprint and all “Tribes” are included/welcome. Leading developers of projects like GDAL, PostGIS,
MapServer, GeoServer, GRASS, QGIS, PDAL, pygeoapi and many more get together to discuss new ideas, hack, decide, tackle large geospatial problems and have fun.

The OSGeo Community Sprint is open to all who wish to participate in one or more projects. There is always plenty to do – it’s not all about programming. Translation, documentation, feedback, discussions, testing – all this is also important for projects so everyone is cordially invited to attend the code sprint!

About BiDS

BiDS brings together key actors from industry, academia, EU entities and government to reveal user needs, exchange ideas and showcase the latest technical solutions and applications touching all aspects of space and big data technologies, providing a unique opportunity to discuss and present the most recent innovations and challenges encountered in the context of big data from space. The 2023 edition of BiDS will focus not only on technologies enabling insight and foresight inferable from big data from space. Together, we want to emphasize how breakthrough space data-driven technologies impact society’s grand challenges, such as climate change and the green transition.

The event, organized by the European Space Agency (ESA) together with the European Union Satellite Center (SatCen) and the Joint Research Center (JRC), will take place at the Austria center Vienna, and counts on the support of the partners FFG, Austria in Space and the Federal Ministry Republic of Austria.

The QGIS.ORG Grant Programme aims to support work from our community that would typically not be funded by client/contractor agreements. This means that we did not accept proposals for the development of new features. Instead proposals focus on infrastructure improvements and polishing of existing features.

Voting to select the successful projects was carried out by our QGIS Voting Members. Each voting member was allowed to select up to 6 proposals. The full list of votes are available here (on the first sheet). The following sheets contain the calculations used to determine the winner (for full transparency). The table below summarizes the voting tallies for the proposals:

A couple of extra notes about the voting process:

• Voting was carried out based on the technical merits of the proposals and the competency of the applicants to execute on these proposals.
• No restrictions were in place in terms of how many proposals could be submitted per person / organization, or how many proposals could be awarded to each proposing person / organization.
• Voting was ‘blind’ (voters could not see the existing votes that had been placed).

We received 35 votes from 20 community representatives and 15 user group representatives.

Last week, we had our 25th Contributor Meeting in ‘s-Hertogenbosch, The Netherlands. Prior to the meeting, the International QGIS User Conference, brought together 200 participants from all around the world who came to learn about QGIS and exchange ideas and best practices.

The conference programme was jam-packed with great content. Over 50 presentations were given during the conference, with the participants enjoying the Dutch atmosphere whilst building up their knowledge of QGIS and sharing their ideas. With more than 20 years of development behind us, QGIS has become a stable platform that supports geospatial decision making, analysis and decision making in all sorts of endeavours. We saw lots of talks that demonstrated this maturity, for example a presentation John Holden and Blake Esselsteyn showed how QGIS is being used to determine voting districts to support the democratic process, Angelina Savchuk showed how QGIS is being used to support the work of the Red Cross, whilst Nick Vervaal showed us how QGIS is used to make high tech artistic laser cut maps from wood.

We were honoured to be joined by Lucho Ferrer who came all the way from Peru! Ujaval Gandhi travelled all the way from India and wowed the audience with his workshop on QGIS Actions.

There are two mobile offerings for QGIS users who want to take their work out to the field. Both QField and MerginMaps had a strong presence at the User Conference, causing a lot of excitement and buzz in the audience.

Contributor Meeting

As is traditional, the contributor meeting (which was held directly after the two day user conference) was full of workshops, sessions, and spontaneous get-togethers to facilitate the exchange between community members, including sessions on:

• Editing the documentation online on GitHub

Dear QGIS Community,

We are very pleased to announce that this year’s round of grants is now available. The call is open to anybody who wants to make a contribution to QGIS funded by our grant fund, subject to the call conditions outlined in the application form.

The deadline for this round is in four weeks, on 2nd May 2023.

There are no new procedures in 2023. Please note the following guidelines established in previous years: 

• The proposal must be submitted as a ‘QEP’ (QGIS Enhancement Proposal) issue in the repo: https://github.com/qgis/QGIS-Enhancement-Proposals (tagged as Grant-YEAR). Following this approach will allow people to ask questions and provide public feedback on individual proposals.
• Proposals must clearly define the expected final result so that we can properly assess if the goal of the proposal has been reached.
• The project budgets should account for PR reviewing expenses to ensure timely handling of the project-related PRs and avoid delays caused by relying on reviewer volunteer time. 
• In the week after the QEP discussion period, the proposal authors are expected to write a short summary of the discussion that is suitable for use as a basis on which voting members make their decisions. 

The PSC of QGIS.ORG will examine the proposals and has veto power in case a proposal does not follow guidelines or is not in line with project priorities.

On January 16th, we launched the largest crowd-funding call for QGIS.ORG so far. Our goal was to increase sustaining membership contributions and bring the total member contributions up to €200k. And today, we are happy to announce that, thanks to all our new and returning sustaining members, we have succeeded and even exceeded our goal: raising a total of €206.5k in contributions for 2023.

In total, 42 new sustaining members have answered our call – these are in addition to already existing sustaining members, who started their memberships in previous years – some of them already many years in a row.

With the QGIS Grant Programme 2022, we were able to support four proposals that are aimed to improve the QGIS project, including software, infrastructure, and documentation. The following reports summarize the work performed in the proposals. 

1. Support building QGIS application on Qt 6 (#243) – Report
   In addition to the original plan of porting the “gui” and “app” libraries to Qt 6, it was possible to complete also the “3d” and “server” libraries. We now are at a stage where the majority of QGIS builds and runs without any significant issues on Qt 6. The Github CI setup has been updated to also run the C++ tests for gui, app, server and 3d, and the majority of these have been fixed so that they pass on the Qt 6 builds too. In addition, some tests which were failing under Qt 6 revealed some real QGIS bugs which have been fixed in the process of this work. (So there’s a direct benefit for the existing Qt 5 builds too!).
2. Add SQL Logging in the debugging/development panel (#242) – Report
   When debugging or developing a QGIS algorithm or a QGIS plugin and when investigating performances of a particular layer it is often useful to view the SQL commands that QGIS sends to the backend. The SQL logging was implemented for Postgres, GeoPackage, Spatialite and Oracle data providers.
3. QGIS setting registry follow-up (#245) – Report
   The work can mainly be seen here PR qgis/QGIS#51295 with the proposed approach to register settings in a hierarchical and organized way, without too much complexity in the API to actually use the settings.
   To have a clean approach, some keys have been renamed. There is a compatibility handling (both forward and backward). The GUI implementation will be worked on during the HF in NL this spring.
4. Fix handling of provider default value clauses/Autogenerate/nextval(…) handling (#247) – Report
   The bulk of these changes landed in the QGIS 3.28 release. A quick way to demonstrate on of the issues fixed is: open a Geopackage file, start editing the layer, add some features to it, but don’t save the edits, then right click the edited layer and try to save it to a different file. On older QGIS releases you’ll be spammed with a number of error messages because we tried to write a string value of “Autogenerate” into a number field for all the newly created features. On QGIS 3.28 this all just works as expected, with no errors encountered.
