238-country layer; ADM1 is filtered from Natural Earth's official
public-domain 10m states/provinces archive, downloaded at most once
per panel session. Missing ADM1 coverage receives an ADM0 suggestion
and Kosovo codes are mapped consistently.

download only ADM0 country or ADM1 first-level administrative vectors
through geoBoundaries gbOpen; current-canvas Overpass queries and
non-administrative polygons are removed. Source, year and license

countries now checks its visibility control, adds or repairs the
238-country layer and zooms to the world.

True Size workflow. Download administrative boundaries, buildings,
land use, leisure, natural and water areas from the current
neighbourhood-scale view through an asynchronous, cancellable Overpass
request. Successful data becomes a styled memory layer and a dedicated
drag source automatically. Includes hard 6 km per-side and 25 km2
request limits, response validation, rate-limit feedback, pure request
tests and an OSM data-plan document.

country layer is inserted above basemaps, zooms to a safe world
extent, appears automatically when world picking starts and falls back
to a raw-GeoJSON memory layer if OGR cannot open it. Qt now measures
