Version: [5855] SCIMAP Toolkit 1.5.1

Add v1.5 features: FIO, catchment, panel, exports
Major refactor splitting the monolithic scimap_algorithm.py into
core/, algorithms/, gui/ and data/ packages.

New tools: SCIMAP FIO, Delineate Catchment, Apply Land Cover Risk
Weights, Export SCIMAP Results, and a guided SCIMAP panel dock with
click-on-map point picking, editable risk weight tables, and parameter
set XML import/export.

Core improvements: DInfMassFlux routing matching the web app,
automatic input grid alignment, automatic percentile-stretched colour
ramp styling, cancellable runs, Wetness-Connectivity Curve plot, PDSL
connectivity algorithm.

Bug fix

Windows WBT issue resolved.
