Segmentation improvements

- Replaced the direct edge-to-feature output with a
promote-to-multipart → merge → split-parts pipeline. All skeleton
edges for a given polygon are first unified into a single multipart
geometry, then merged where lines share endpoints, and finally split
into individual parts. This produces clean segments that break only at
real T-junctions and intersections, eliminating spurious fragmentation
caused by Voronoi skeleton artefacts.

Graph topology fixes

- Skeleton coordinates are now snapped to 4 decimal places before
building the graph. This prevents floating-point mismatches between
adjacent skeleton line endpoints from being treated as separate nodes,
which previously created false junctions and split segments where none
existed.
- Zero-length edges (introduced by coordinate snapping) are now
discarded before graph construction.
