Improvements
- **`Ctrl+/` comments and uncomments code** (#59)
  - Works on the current line or all selected lines in a code cell, as
a single undo step
- **Markdown cells render horizontal rules** (#59)
  - `---`, `***` and `___` draw a rule, so `<br>` followed by `---`
gives a blank line and a rule as in Colab
  - Dashes directly under a text line make that line a heading, as in
Jupyter and Colab
- **Restart button is now neutral** instead of bright orange, so it
stands out less in the toolbar (#59)
