0.2.8 - Improved reliability for large municipality XML imports.
Temporary extraction and SQLite/SpatiaLite work files now stay beside
the database, avoiding `/tmp` or `/var/tmp` space failures and
cleaning stale work folders on the next run. Database
open/create/import flows now show clearer busy states and recovery
guidance. Municipality/oaza matching has been improved for
merged-municipality decorations, leading `旧`, and ward-prefixed area
names.
