Turns flood-depth maps into spatial planning zones (no / restricted / conditional development and river protection), plans evacuation zones, safe havens and evacuation routes, and writes report tables.
Flood Zoning & Evacuation Planner adds Processing tools that turn flood-depth rasters from any hydraulic model into practical flood-risk management layers, for any area in the world.
Tools:
- River corridor: river channel polygon and protection buffer, from river polygons, river lines, or the channel visible in a flood-depth raster.
- Spatial planning zones: no-development (red), restricted (orange) and conditional (yellow) development zones and a river protection zone (green), based on flood probability and depth, with a rule for existing settlements and smoothing into a few continuous zones.
- Evacuation zones: whole settlements at risk, grouped by type (town, village, camp...), optionally never across the river.
- Safe havens and evacuation routes: dry, high ground of about the same size as each evacuation zone, close to roads and public facilities, and least-cost walking routes that use roads first, then paths, then open ground, avoiding deep water and crossing the river only on roads.
- Report tables: key figures and plain-language tables (Word or HTML) for the zones, a scenario comparison, evacuation zones, safe havens and routes.
All thresholds are adjustable. Results are styled automatically. Works in any projected coordinate system; layers in geographic coordinates are processed in the local UTM zone.
No extra Python packages are needed: the tools use only what is shipped with QGIS (GDAL and NumPy). A user guide with a worked example is on the homepage.
