BSY CAR
Validates and prepares CAR shapefiles for IMASUL, Mato Grosso do Sul, Brazil.

Reads original shapefiles or layers already loaded in QGIS, including unsaved edits. Corrections are saved to new copies; original files and source layers are preserved.
Clearing a non-empty destination, including files in subfolders, requires confirmation. Choosing No cancels the operation and preserves existing files.
New outputs are prepared and checked in temporary storage before publication. Any file with ERROR blocks publication of the entire batch; PENDING retains its existing review semantics. Failure reports are preserved in a unique sibling diagnostics folder. Failed publication attempts recovery from the retained backup. Outputs include shapefiles, an HTML report, a JSON manifest and a log.
Requires QGIS 3.40.5 or later in the 3.x series with Qt5, with Processing enabled. Uses Python's standard library and QGIS-provided PyQGIS, Qt/PyQt, GDAL/OGR, GEOS and the native PROJ library plus proj.db. No pip packages or bundled native executables/libraries are required.
Native PROJ is loaded with ctypes. Its discovery and C API/database availability depend on the QGIS installation. Release 1.2.0 validation covers Windows QGIS 3.44.15; previous 1.1.2 validation covered 3.40.5 and 3.44.12; Linux/macOS are not yet validated. QGIS 4 and Qt6 are not supported. Interactive registration review requires QGIS GUI; headless calls must supply attributes/parameters and explicitly authorize any destination cleanup.
