Sidewalk visibility, inner-block pedestrian paths, and raster building
clamping release.

Fixed exported sidewalk polygon rendering in the web viewer by passing
the scene build token into the sidewalk polygon builder and raising
sidewalk surfaces above road meshes with their own layer offset.
Added an optional Pedestrian paths input (mypedestrian_paths.geojson)
for inner-block paths/walkways; accepts line or polygon layers,
appears in the QGIS publisher, exports in both Vector Plan and Raster
Plan Texture modes, and has a dedicated viewer visibility toggle.
Pedestrian animation now uses both road-side sidewalk curves and the
new inner-block path curves, with path walkers clamped to the path
surface instead of the road surface.
Raster Plan Texture Mode building bases now use a low raster-specific
ground offset so buildings sit on the textured DEM surface instead of
floating, while Vector Plan building offsets remain unchanged.
Updated the viewer module cache key to app.js?v=0.8.18.
