Weighted composite scenario ranking, Processing ranking algorithm,

### Added
- **Weighted multi-scenario ranking** (`engine/scenario.py`): ranks
any number of scenario snapshots into a composite score based on
direction-aware, weighted min-max normalisation, with tie-breaks and
skipped-metrics (neutral, not-shared, constant) tracking.
- **Processing algorithm `planx:scenariorank`**
(`algorithms/alg_scenario_rank.py`): collects snapshots from files
and/or folders, parses weights (supporting `;` and `,`), handles error
paths, and outputs a composite ranking table and a detail metrics
table.
- **Scenario Ranking Board (HTML)** (`engine/report.py`):
self-contained HTML page with a scoreboard, metrics heatmap, and
skipped-metrics footnotes using inline styles and the theme color
ramp.
- **Dashboard Rank button** (`dashboard_dock.py`): QPushButton next to
the Auditor button to launch the ranking algorithm dialog from the
dock.
- **New tool icon `tool_scenariorank.png`**: podium bars and a star
glyph, generated from the script.

### Tested
- 457 engine unit checks (32 new checks for scenario ranking, weight
parsing, and error validation).
- 384 real-QGIS e2e assertions on QGIS 3 LTR and QGIS 4 (verifying the
scenariorank algorithm with files, folders, weights, HTML output, and
error conditions).
- 26 dashboard check assertions on both QGIS runners.
- Import checks and zip audit structures validated.
