### Added
- **Allocate Population Growth** (Population and Housing group) -
distributes a population growth increment over parcels or zones with
deterministic largest-remainder (Hare-Niemeyer) apportionment,
weighted by capacity, a custom field, or uniformly.
- **Scenario Pipeline (LUTI-lite)** (Reporting group) - one run chains
the cellular-automaton growth simulation, apportions the population
growth onto the newly converted cells proportional to suitability,
rebuilds the grown city's demand points, and re-evaluates 15-minute
accessibility and walkability into a scenario snapshot JSON plus a
metric table.
- Pure-NumPy `population.allocate_growth` (sums exactly to the total,
deterministic tie-break).

### Tested
- 387 engine unit checks and 317 real-QGIS e2e assertions on QGIS 3
LTR and QGIS 4.
