### Added
- **Flow Accumulation** (new Hazard Screening group) - fills DEM
depressions, computes D8 flow directions, and calculates topological
flow accumulation.
- **HAND and Inundation** (Hazard Screening group) - calculates Height
Above Nearest Drainage by tracing D8 paths, and generates a binary
inundation mask.
- **Flood Exposure** (Hazard Screening group) - intersects the
inundation mask with building footprint centroids and population
points to calculate exposed counts and percentage shares, and
annotates receiver features.
- Pure-NumPy `engine/hydro.py` with priority-flood filling, D8
steepest-descent direction, topological flow accumulation, HAND,
inundation, and building/population exposure calculations.

### Tested
- 378 engine unit checks and 300 real-QGIS e2e assertions on QGIS 3
LTR and QGIS 4.
