Version: [5619] Basemap Tile Downloader 1.8.1

Since 1.7.1, the plugin stopped producing gap-filled partial mosaics
(it now defers the mosaic until every tile is downloaded, resuming
across runs) and fixed server rate-limiting, which had never actually
engaged.
