Adds picture and video fields in QGIS forms.

This plugin has no public version yet.
A new "Picture" field type is made available for the forms. A text field that stores a path to a picture or video file will be displayed along the picture/video. A camera button launches the Camera application if it's not running, maximizes it if it is, wait for a picture/video to be recorded and minimizes the Camera Application. The plugin uses MS Windows Camera application to take pictures and videos therefore it is windows only for the moment. You may need to install K-Lite_Codec_Pack_1540_Basic to read the recorded videos.
