This plugin has an experimental version available!
Converts ESRI shapefile vector map to 3D by sampling of elevation raster map. It use the pyshp library (https://github.com/GeospatialPython/pyshp). - Actually works only for PolyLine. Further development will include also Point and Polygons. http://www.gter.it
