Access Oracle Georaster using GDAL

The plugin allows users to browse and query georaster objects from an existing
Oracle connection and, based on the georaster object selected, builds the GDAL
identification string (i.g., "georaster:usr/pwd@host/port/db,rdt,rid") that
allows QGIS to access georaster objects (images) directly.
