about=CityLume Planner provides an integrated spatial planning intelligence framework for diagnosing urban growth, decline, center hierarchy, and planning mismatch using nighttime light time series and complementary urban datasets.

    It combines NTL trend analysis, POI and building aggregation, road accessibility, optional population raster, optional spatial plan allocation, and optional planned center data to produce interpretable planning indicators and recommendations.

    Outputs include an analysis grid, future core candidates, CSV and XLSX summaries, modern PNG maps and charts, GIF animations, metadata JSON, and an automatic diagnostic TXT report.

    CityLume Planner is designed for urban structure evaluation, spatial plan monitoring, future service center detection, growth control analysis, urban regeneration diagnostics, and evidence based planning policy support.
